EM Schema Creation Fails With ORA-4031 (Doc ID 1214763.1)

Symptoms

When trying to install EM 11g with new Oracle Database 11.2.0.1, it fails on EM Schema create.

rcu.log shows:

INCIDENT_ERROR rcu: oracle.sysman.assistants.rcu.backend.action.JDBCAction::cleanAndLog: RCU-6134:Error while trying to execute JDBC action. - EM_REPOS_CONFIG
oracle.sysman.assistants.common.dbutil.SQLFatalErrorException: java.sql.SQLException: ORA-04031: unable to allocate 3896 bytes of shared memory ("shared pool","BEGIN

EM_TYPE_REGISTRY.S...","sga heap(1,0)","kglsim object batch")

Caused by: java.sql.SQLException: ORA-04031: unable to allocate 3896 bytes of shared memory ("shared pool","BEGIN EM_TYPE_REGISTRY.S...","sga heap(1,0)","kglsim object batch")

The database is created using the default parameters in DBCA on a Windows server with 4gb memory, but it fails with ORA-4031.
EM installs of the software worked but the database and schema creation failed.
