PL/SQL Program with UTL_FILE Calls Does Not Release Memory (Doc ID 1216583.1)

Symptoms

PL/SQL programs that issues multiple utl_file calls see pga memory increasing each time the program is called, ie:

Memory will reset each time after the program is called if DBMS_SESSION.RESET_PACKAGE is included in the code and this may serve as a work-around.
