User Defined Exception Handler for ORA-1000 does not Work on 11.2.0.1 (Doc ID 1233326.1)

Symptoms

In a PL/SQL procedure executed in Oracle Server 11.2.0.1, the error
   ORA-01000: maximum open cursors exceeded
is raised, and the code execution is stopped, even if the code contains an exception handler for this error.
If the procedure is executed in Oracle Server 10.2.0.4 the error is correctly handled by the exception handler and therefore there is no exit from the procedure.
