Intermittent ORA-01722 Invalid Number Reported for Bind Variable

Application queries intermittently fail with ORA-01722 invalid number after upgrade from 10.2.0.3 to 10.2.0.4 even though the bind variables being passed are the correct type.
Patches patches 7025450 and 8479537 were applied and reduced the frequency of the problem but did not completely fix the issue.
An ORA-1722 errorstack trace shows the binds are being corrupted:
