Implementing Punctuation in Passwords. (Doc ID 124113.1)

You want to implement punctuation marks in the passwords and have created the verify_function by running the utlpwdmg.sql script.  When you try to alter a user say, scott with the password containing a punctuation mark you are getting
any of the following error messages from SQL*Plus:

  Error:  ORA 922   
  Text:   missing or invalid option  

  Error:  ORA 911
  Text:   invalid character
