Purpose
This article discusses about the port redirection and firewall which can cause database connection failure. Port redirection is common on Windows platforms prior to 10gR1. Note that it is not typical for the Oracle Net listener to redirect to a new port in versions 10.2.x or newer. However, in the case of shared server, it is possible to see this behavior.
