Register Primary Database on Rman Catalog fails with RMAN-20079 (Doc ID 1258237.1)

In DataGuard configuration, register Primary database on RMAN catalog fails with:

RMAN> register database;
RMAN-08006: database registered in recovery catalog
RMAN-08002: starting full resync of recovery catalog
RMAN-00571: ===========================================================
RMAN-00569: =============== ERROR MESSAGE STACK FOLLOWS ===============
RMAN-00571: ===========================================================
RMAN-03008: error while performing automatic resync of recovery catalog
RMAN-20079: full resync from primary database is not done
