Symptoms
Running Oracle 9iR2 release 9.2.0.3 on OpenVMS
Executing DBCA results in errors similar to the following being reported:

Changes
Since the last time DBCA was successfully used, one or both of the following two changes have been made.
One: The Oracle 9.2.0.3 Patchset has been applied.
Two: The LISTENER.ORA has been modified.
