Disconnected sessions holding a Library Cache Lock on SYS.ALERT_QUE:HAE_SUB (Doc ID 1266472.1)

Symptoms

An OCI AQ Application using an AQ_HA_NOTIFICATION enabled service has disconnected sessions which are still registered in sys.reg$ and these sessions are involved in library cache lock contention on "SYS"."ALERT_QUE":"HAE_SUB".

More than 256 sessions are registered in sys.reg$ with the subscription name "SYS"."ALERT_QUE":"HAE_SUB"

In addition to this on shutting down the database the shutdown hangs with the pstack from the emon process generating the following stack

 pthread_mutex_trylock()
pthread_mutex_lock()
sltsmna()
kpceclose()
kpceopen()
kponepms()
kponemn0()
kponemn()
ksbrdp()
