MMAN Consuming high cpu in Shared Server Configuration (Doc ID 1271774.1)

Symptoms

The mman process is consuming very high cpu as seen from OS monitoring.
Database is configured for shared servers and see a drastic increase in number of connection/session attempts and shared servers.
The alert log and trace file may show messages such as "TNS:operation timed out" and "failed to start shared server".
Application users may report they cannot connect to database.
