ORA-1017 using 9i ODBC driver login dialogue against 11g database (Doc ID 1278744.1)

Symptoms

Trying to use 9i ODBC driver to connect to an 11g database, using the ODBC driver login dialogue, results in
  ORA-01017: invalid username/password; logon denied

The issue is documented in the following note,
  <NOTE:462713.1> - ORA-1017 When Connecting to an 11g Oracle Database
however the issue persists when using the login dialogue even with proper case.

Database upgrade from pre-11g version.
