This note explains how to solve characterset translation problems between the client and server.  These issues can appear very complex but in reality it is very easy to solve most of them by following two simple rules.

This is not an OCI-specific issue but the Languages team frequently receives characterset translation issues due to the behaviour within various APIs differing from the behaviour in SQL*Plus.

This note is also not specific to Windows, although it refers to this platform a number of times.  This note applies equally to all platforms supported by Oracle.
