Rebuilding index subpartitions takes significantly longer under 11g than 10g. Prior to the upgrade, approximately 800 subpartition indexes could be rebuilt per hour at the customer's site. After the upgrade to 11g, that number dropped to about 40-50 per hour.
Applying the 184.108.40.206 patch set (which includes the fix for <Bug 9666605> - Bug 9666605: KGHALF() - FREEABLE MEMORY ALLOCATION TAKES MORE TIME ON 64-BIT MACHINE) sped the process from 40+ indexes per hour to 500+ indexes per hour, but was still well short of the number that could be built under 10gR2.
