Ora-20000 : Direct Downgrade Of EM Database Control Not Supported Despite Sysman User Is Dropped (Doc ID 1292035.1)

Symptoms

While downgrading the database from 11.2.0.1 to 10.2.0.4 the following error is received:




This is a known issue and documented in <Document 443890.1>. As a resolution of this issue, one need to execute below step and then do the downgrade

DROP USER sysman CASCADE;

Even after running the above step, same error is received again and again.

Once a SYSMAN user is dropped successfully and if tried again the user should get a message 'SYSMAN' does not exist. But in this case, the message "SYSMAN is dropped" keeps appearing all the time.
