Symptoms

ORA-48178: error encountered while reading an ADR block file during ADR initialization
[<ADR base location>/diag/rdbms/<dbname>/<instname>/metadata/ADR_INTERNAL.mif]
ORA-48122: error with opening the ADR block file [/<ADR base location>/diag/rdbms/<dbname>/<instname>/metadata/ADR_INTERNAL.mif] [0]
ORA-27040: file create error, unable to create file
Linux-x86_64 Error: 22: Invalid argument

ERROR: The process is unable to create the ADR schema in the diagnostic_dest directory
ERROR: because of a disk issue or OS platform issue
