Hang During OS Boot Up As MTXOCI.DLL Calls Oracle Client DLL (Doc ID 1292622.1)

Symptoms

When booting up a computer that contains a Windows OS and Oracle Client software you may experience a hang before you are able to log in to the OS.  Taking a system dump shows that the stack for ThreadMain of process SVCHOST.EXE contains the following DLLs that are related to the hang:

MTxOCI.DLL
ORACLIENT11.DLL
ORAGENERIC11.DLL
WS2_32.DLL
