When attempting to connect remotely as sysdba an ORA-1031 error is encountered:

[oracle@seclin4 ~]$ sqlplus sys/manager@d1v10205 as sysdba

SQL*Plus: Release - Production on Sat Feb 12 14:07:17 2011

Copyright (c) 1982, 2007, Oracle. All Rights Reserved.

ORA-01031: Insufficient privileges

The issue can be reproduced at will with the following steps:
1. Configure the Password file
2. Check that the local connection works fine : sqlplus sys/manager as sysdba
3. run sqlplus sys/manager@TNS as sysdba
