OracleMTSRecoveryService fails to start when Hostname is invalid

Symptoms
During an installation the OracleMTSRecoveryService may fail to start with the following symptoms:
The Oracle Universal Installer may report the following in a message box with Retry and Ignore options:
OS error in starting service OracleMTSRecoveryService
InstallActions.log may contain contain:
INFO: starting service 'OracleMTSRecoveryService'
INFO: Exception thrown from action: ntStartService
Exception Name: StartIndeterminate_OS_ErrorException
Exception String: OS error in starting service OracleMTSRecoveryService
Exception Severity: 0
INFO: Retry Handler not registered, using Super class functionality
INFO: Exception handling set to prompt user with options to Retry Ignore
INFO: Exception thrown from action: ntStartService
Exception Name: StartIndeterminate_OS_ErrorException
Exception String: OS error in starting service OracleMTSRecoveryService
Exception Severity: 0

After the installation completes, trying to start the service via the Control Panel results in a popup dialogue with the following:
Could not start the OracleMTSRecoveryService service on Local Computer.
Error 1: Incorrect function.

Trying to start the service via Net Start at a command prompt results in the following:
C:\>net start oraclemtsrecoveryservice
The OracleMTSRecoveryService service is starting.
The OracleMTSRecoveryService service could not be started.
A system error has occurred.
System error 1 has occurred.
Incorrect function.
