ORA-1000 "Maximum Open Cursors Exceeded" and "RLB SQL failed. ORA-24010: QUEUE SYS.SYS$SERVICE_METRICS does not exist" (Doc ID 1298968.1)

Symptoms


Even though the database initialization parameter open_cursors is set to 1000, various SQL statements are still getting errors

"ORA-1000: maximum open cursors exceeded".



Also getting a number of repeated errors in the alert log:
