Install Audit Vault 10.2.3.0 Fails in AVCA Phase with ORA-01031 Errors (Doc ID 1300831.1)

Symptoms

Installing fresh 10.2.3.0 Audit Vault product crashes when running the avca.
The reported error is:

SEVERE: OUI-25031:Some of the configuration assistants failed. It is strongly recommended that you retry the configuration assistants at this time.

The $ORACLE_HOME/av/log/avca.log file shows these errors:

02/22/11 11:28:25 Unable to login as SYSDBA account.
java.sql.SQLException: ORA-01031: insufficient privileges
