DBUA failed in bringing up the database. Either the database is not running from Oracle Home or the correct pfile was not found (Doc ID 1303325.1)

Symptoms

DBUA pops up a error window with below message has the header "Initialization Parameter Filename"

The Upgrade Assistant failed in bringing up the database <SID>. Oracle Home obtained from file /etc/oratab was used to connect to the database. Either the database is not running from Oracle Home or the correct initialization parameter file (pfile) was not found. To start the database Oracle needs the pfile. Provide the full path name of the init file for the database <SID>;

After selecting the pfile from browse, the DBUA will display same error will appear with one more line.

To start the database Oracle needs the pfile. Provide the full path name of the init file for the database <SID>; Correct the error and run the Upgrade Assistant again.

Noticed this issue in 10g, 11gR1, 11gR2 including 11.2.0.2;
