Using TX_TIMEOUT in UTL_TCP Connection is Not Timing Out The Connection (Doc ID 1303667.1)

Symptoms

After adding the TX_TIMEOUT to the UTL_TCP stored procedure. The stored procedure is still hanging when there is no response sent back to the stored procedure. ie. when the host is unavailable. The stored procedure is not timing out the connection, like what is specified in the connection string. They are coding the connection string like this:

Ie.
ConObj := UTL_TCP.OPEN_CONNECTION('<Host Name>', <Port_Number>, TX_TIMEOUT => <Time_In_Seconds>);
