ORA-13236 [Snapshot too old or Recursive fetch error] on cross-schema Spatial Query

Either after upgrading the database from release or lower to and beyond (including 11gR1 and 11gR2) or installing a new database and beyond, cross-schema queries that utilize an Oracle Spatial Index on a Partitioned table fails with:

ERROR at line 2:
ORA-13236: internal error in R-tree processing: [Snapshot too old or Recursive fetch error]
ORA-13234: failed to access R-tree-index table [MDRT Table]
ORA-29400: data cartridge error
ORA-00942: table or view does not exist
ORA-06512: at "MDSYS.SDO_PQRY", line 122
ORA-06512: at line 1

The cross-schema query works just fine if the table is not partitioned.
