Autosync And Pull Does Not Work Randomly For SQLite Mobile Client 10.3.0.3.0 (Doc ID 1304341.1)

Symptoms

On : 10.3.0.3.0 version, Mobile Server

After to have Configure a Publication for SQLite on PPC60 and install it on the Device with
Automatic Synchronization Rules
Synchronize if the client database contains records or more modified records
Synchronize if the out queue contains records or more modified records
olsyncagent.exe does not synchronize when new data are inserted on the both side.

EXPECTED BEHAVIOR

olsyncagent.exe should synchronize on the both side.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a mobile application for PPC60 using a Publciation For SQlite and and Auto Sync PI
2. Configure the Automatic Synchronization Rules to synchronize every record modified.
3. Check if olsyncagent.exe is synchronizing.
