Logging into Audit Vault Console with AV_AUDITOR role fails with "The webpage cannot be displayed" or "Internal server error" (Doc ID 1304612.1)

Symptoms

Users with the AV_AUDITOR role cannot log into the Audit Vault Console.

Messages such as "Internet Explorer cannot display the webpage" or "The website cannot display the page" are displayed.


At the time of the error, the Audit Vault Server alert log may contain:

This problem is not limited to Internet Explorer.

Changes

This can be observed after the host machine is restarted, causing Oracle processes (including listeners) to be restarted.

The Console has not been secured using <Note 1065203.1>.
