Symptoms

Upgrade of XDB from 10g to 11g fails with multiple errors.

After the database upgrade, XDB is invalid and the following errors are reported in DBA_ERRORS:

SYS      DBMS_NETWORK_ACL_ADMIN     PACKAGE BODY
PL/SQL: ORA-00600: internal error code, arguments: [qmtb_init_len], [], [], [], [], [], [], [], [], [], [], []

XDB     DBMS_RESCONFIG    PACKAGE BODY  
PL/SQL: ORA-00942: table or view does not exist
PL/SQL: ORA-00600: internal error code, arguments: [qmtb_init_len], [], [], [], [], [], [], [], [], [], [], []

Selecting from xdb$resource also fails with the error above.
