ORA-01426: Numeric Overflow After Downgrade From 11g (Doc ID 1308137.1)

Symptoms

After downgrading from 11g to 10.2.0.4, compiling and dropping materialized views may generate an ORA-1426.  Turning off query rewrite lets some queries against tables complete, but compiling and/or dropping the mviews still fails with ORA-1426.

The compile of the materialized view showed this errorstack:
ksesec0 kprcdt kprccu opifcr qerstRowP qersoFetch

The select count(*) from <table> showed this errorstack:
ksesec0 kprcdt kprccu opifcr qersoFetch opifch2 opiall0 opikpr opiodr

Changes

Database was upgraded from 10.2.0.4 to 11.2.0.1; then downgraded to 10.2.0.4.
