10gR2 OUI failed with error "cannot create C:\%temp%\Autorun.inf" when setup beginning (Doc ID 1308214.1)

Goal

[Windows Server only ]

Oracle Database/client 10gR2 OUI  fails while creating the file "autorun.inf" @ bootstartp location
i.e  %temp%\OraInstall<time_stamp>\oui\autorun.inf  

Example: 
OUI throws below error just after running setup.exe.
cannot create C:\OraInstall2011-03-08_6-10-49\oui\autorun.inf

Found  that the target Windows machine activated with MacFee anti-virus software and virus monitoring process kills / not allows the  autorun.inf  to create.
