Symptoms

Oracle XML Database (XDB) was successfully deinstalled via catnoqm.sql per the steps in Note 1292089.1 "Primary Note for Oracle XML Database (XDB) Installation".  The database was shutdown and restarted. When attempting to reinstall XDB, catqm.sql fails with the following errors:
