ORA-1587 ORA-27091 During Backup Controlfile (Doc ID 131111.1)

Symptoms

When you back up the control file using the following command:

alter database backup control file to '/archive/hotbackups/control_bkp' reuse;

you receive the following errors:

ERROR at line 1:
ORA-01587: error during controlfile backup file copy
ORA-27091: skgfqio: unable to queue I/O
Additional information: 3

There are no device problems or other IO problems reported in the operating system logs. The directory has read, write, and execute permissions for the Oracle software owner.
