Why cannot use BASIC_SECTION_GROUP for XML documents with Tag Attributes ? (Doc ID 1311180.1)

Goal

Why cannot use basic section group for XML documents with tag attributes having the following structure:

<comment author="jeeves">
I really like Oracle Text
</comment>'


Created the text index using basic_section_group and added a section for "comment" tag:

begin
ctx_ddl.create_section_group('bs_group', 'BASIC_SECTION_GROUP');
ctx_ddl.add_zone_section('bs_group', 'comment_sg', 'comment');
end;
/

Why searching for "oracle" term WITHIN the section name "comment_sg" does NOT find the document. Is this expected?

WHERE CONTAINS(data, 'oracle WITHIN comment_sg') > 0;

no rows selected
