Backup Archivelog Ignores Not Backed Up <N> Times If Keep Option Has Been Used (Doc ID 1313119.1)

Symptoms

If we use KEEP keyword in archivelog backup with NOT BACKED UP <N> TIMES,  all archivelogs are backed up every backup, no archivelog is skipped:

Example:
 
  1) BACKUP ARCHIVELOG ALL NOT BACKED UP 1 TIMES KEEP UNTIL TIME 'SYSDATE +30';

  2)  BACKUP ARCHIVELOG NOT BACKED UP 1 TIMES KEEP UNTIL TIME 'SYSDATE +30'; <== With keep option again,  should skip archivelogs already backed up  249 and 250 but it does not skip those files:
 
 
    BACKUP ARCHIVELOG ALL NOT BACKED UP 1 TIMES KEEP UNTIL TIME 'SYSDATE +30';

 If we remove the KEEP from backup set, then next execution works fine and archivelogs already backed up are skipped, but with keep option no achivelog is skipped
