Pcb-F-Noerrfile, Unable To Open Message File, Facility Pcb With Separate Client / Server ORACLE_HOME Installations

Symptoms

Procob precompilation fails where the client and the server software are installed in two different directories.

The resulting error, if ORACLE_HOME points to the server-software install is:

PCB-F-NOERRFILE, unable to open message file, facility PCB
*** Error code 3
make: Fatal error: Command failed for target `sample1.cob'
Current working directory /oracle/app/oracle/product/11.1.0/db_1/precomp/demo/procob2
*** Error code 1
make: Fatal error: Command failed for target `sample1'



-and-
if the ORACLE_HOME points to the client install, the error is:

make: Fatal error: Can't find `/oracle/app/oracle/product/11.1.0/client_1/precomp/demo/procob2/demo_procob.mk': No such file or directory
Current working directory /oracle/app/oracle/product/11.1.0/db_1/precomp/demo/procob2
*** Error code 1
make: Fatal error: Command failed for target `sample1'

Changes

For security management of the database files verses development of applications, install recommendations separate client software from server software. 
For this scenario, such a separation was implemented.
