Symptoms
At regular intervals, errors similar to the following are logged in the alert.log:
ORA-00700: soft internal error, arguments: [dbgrfrbf_1], [<ADR_BASE>/diag/<product_type>/<prod_id>/<instance_id>/metadata/HM_FINDING.ams], [64839], [1], [], [], [], [], [], [], [], []
ORA-48102: encountered the end-of-file when reading the file

Potentially, any file under the .../diag/rdbms directory tree that is used by a running RDBMS instance can be associated to a paired set of ORA-700 / ORA-48102 errors.
Changes
Assuming that no file system or operating system limits or operating system user quotas limits have been reached, then the file referenced by the ORA-00700 error is either logically or physically corrupted.
