Goal

When
Or using an Oracle 11.2.0.2 or 11.2.0.1 client and using the provided Sqldveloper tool
Or using  sqldeveloper Version 3 from http://www.oracle.com/technetwork/developer-tools/sql-developer/overview/index.html
you receive ORA-01882: timezone region not found when connecting to a database.
This is most seen when connecting to older database releases but is also possible with up to 11.2 databases
It may work with some and fail with others.
