TCPS SSL Connection To Database Fails With ORA-01017 (Doc ID 1322621.1)

Symptoms

When ASO SSL is configured to encrypt client connections to an 11.2 RDBMS on Windows the client connection can fail with ORA-01017: invalid username/password; logon denied

The client and server wallets contain the correct and valid certificates and the SQLNET configuration on the client and server is correct.
