ASM Diskgroup Mount Failing with ORA-600 [17090] (Doc ID 1325668.1)

Symptoms

When trying to mount an external redundancy diskgroup, it fails with

SQL> alter diskgroup data_gmghp mount

Checked disk ownership and permission => OK.
Checked diskgroup header with kfed => OK.
Checked corruption with amdu => OK.
Checked ASMLIB configuration => OK.

Tried mounting the diskgroup with the original device paths with /dev/dm*, but the results was the same.
