Materialized View Creation Hangs On "Asynch Descriptor Resize" Wait Event

Create Materialized view statement hangs and never completes. It seems to wait a long time on "asynch descriptor resize" event. The same statement when run by itself or inside a create table as select statement finishes in less than a minute.
This wait event "asynch descriptor resize" indicates that the OS kernel is waiting for asynchronous IO to complete before it can re-size parameters to handle IO better.
