UTL_FILE.FCOPY Produces An Empty File After 10.2.0.5 Upgrade (Doc ID 1329769.1)

Symptoms

Executing UTL_FILE.FCOPY on HP-UX Itanium, Oracle 10.2.0.5 is
producing an empty (0 byte) file to the destination directory.
In SQL*Plus problem can be reproduced using:


connect / as sysdba

!echo 'test content for file copy' > /tmp/test_in

drop directory test;
create directory test as '/tmp';

drop user tc cascade;
create user tc identified by tc;
grant connect,resource,create any directory to tc;

connect tc/tc

!cat /tmp/test_in
exec utl_file.fcopy('TEST','test_in','TEST','test_out');
!cat /tmp/test_out
