Database sqlplus failed connection with >sqlplus / as sysdba, ORA-01031/ORA-01017

After fresh install of Enterprise Database when trying to connect with an LDAP provisioned account/group that is the owner of the installed technology stack $ORACLE_BASE ie:

>sqlplus / as sysdba

1) a password is prompted for, which should not be the case

2) upon providing password, ORA-01031/ORA-01017 errors are returned

sqlplus / as sysdba authenticates/validates connecting uid in the /etc/password and /etc/group membership checking for uid membership in dba group or default defined group as specified in $ORACLE_HOME/rdbms/lib/config.s file
