Symptoms

OCI client spins when releasing a session back to the OCIConnectionPool using the OCISessionRelease() call. 

The Error Stack contains the following calls:
kpucpgettime ()
kpuspclnfree ()
kpuspreltopool ()
kpuspsessionrelease ()
OCISessionRelease ()
kpummgg ()
kpucpgettime ()
kpuspclnfree ()
kpuspreltopool ()
kpuspsessionrelease ()
OCISessionRelease ()

Changes

A High Availability (HA) shutdown event triggered an OCI client to failover its sessions to any or  the surviving instances.
[ srvctl stop instance -d LABDB -i LABDB1 or shutdown abort  a specific instance]
