An LPX-00209 error ocuurs when processing an XML string that contains
NAMESPACES and <?xml version="1.0" encoding="UTF-8"?>.



The execution gives:
ERROR at line 12:
ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00209: PI names starting with XML are reserved
Error at line 2
ORA-06512: a "SYS.XMLTYPE", line 310
ORA-06512: a line 1
