TNS-04012 or (EVENT=Failed to start listener process) when starting 11.2.0.x CMAN (Doc ID 1334099.1)

When trying to startup newly installed 11g CMAN the following error occurs :

CMCTL for 32-bit Windows: Version - Production on 29-JUN-2011 17:27:34

Welcome to CMCTL, type "help" for information.

CMCTL> admin cman
Current instance cman is already started
Connections refer to (address=(protocol=tcp)(host=x)(port=1630)).
The command completed successfully.
CMCTL:cman> start
TNS-04012: Unable to start Oracle Connection Manager instance.

Note : In the preceding commands, CMAN is the instance_name of Oracle Connection Manager to administer. You can determine the name by viewing the cman.ora file. The file is located on the Oracle Connection Manager computer in the ORACLE_HOME/network/admin directory.  Please note that the CMAN product is installed from the client CD using a custom installation.  It is likely installed in a separate $ORACLE_HOME.  The ORACLE_HOME ENV variable must be set correctly to point to that home when running CMCTL commands.  Example:  export ORACLE_HOME=/MY CMAN HOME

The cman Log file shows the following :

(LOG_RECORD=(TIMESTAMP=29-JUN-2011 16:01:25)(EVENT=Failed to start listener process)(REASON=)(OPN=65)(NS1=12560)(NS2=0)(NT1=530)(NT2=4294967295))


Installed 11g Client software to a new home with "Oracle Connection Manager" component only.
