Symptoms

On 11.2.0.2, attempting to modify an XML file with InsertChildXmlAfter or AppendChildXml fails with the following errors:

ERROR at line 1:
ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00217: invalid character 187 (U+00BB)
Error at line 51
ORA-06512: at line 30  

The database character set is AL32UTF8
The document character set is UTF8

This error does not occur if the old parser is used.
