Exadata: Cannot Log Into Cellcli: All commands hang and do not return - multiple cellcli JVM's running on behalf of cellcli and EM Agents

Symptoms
While attempting to use cellcli for normal maintenance you find that the commands are hanging:
You may then get to the cellcli prompt, but you are unable to enter any commands (hang).
Other attempted commands may error out with CELL-01528
You notice that there are several cellcli JVM's running on behalf of cellcli.
Due to business impact you are trying not to have to bounce the cell servers
-- All CellCLI commands are failing!
"...Can not log into cellcli. Getting error CELL -01528: Unable to create the log file in directory /opt/oracle/cell11.2.1.3.1_LINUX.64_100818.1cellsrv/deploy/log/cellcli.lst
Error: Couldn't get lock for /opt/oracle/cell11.2.1.3.1_LINUX.X64_100818.1/cellsrv/deploy/log/cellcli.lst
There are about 200 lock files in directory. All 666 permission owned by cellmonitor.
