After upgrading a database from to , you can find the following error when running utlrp script.

ORA-00600: internal error code, arguments: [kqlidchg1], [], [], [], [], [], [], [], [], [], [], []
ORA-00604: error occurred at recursive SQL level 2
ORA-00001: unique constraint (SYS.I_PLSCOPE_SIG_IDENTIFIER$) violated

The failing statement mentioned as the current sql in the trace file is:

begin dbms_utility.validate(:1,:2,:3,:4); end;

The same trace file shows a call stack similar to:
