Create Local Index On A Partitioned Table With Many Partitions Unavailable (Doc ID 1342527.1)

Goal

Suppose, We have a total of 4 partitions in table as below:

Part1
Part2
Part3
Part4

Part1 is in tablespace TEST_RO and the rest are in tablespace TEST_RW.  Now, we make TEST_RO  offline , it means data from partition part1 is now not accessible.   But now we want to create local index on the rest of the 3 partitions, this is not possible to create directly because part1 is not accessible
