Adding a REDO collector fails with error ORA-02084 "database name is missing a component" (Doc ID 1342869.1)

Addition of a REDO collector fails with the below errors :

remember the following information for use in avctl
Collector name (collname): redo3
initializing REDO Collector
ERROR: java.sql.SQLException: ORA-02084: database name is missing a component

The trace file reports the below errors :

Incidently this error is typically seen in countries like India and Austria were the TLDs are 'in' and 'at' respectively.
