Web-Page Not Found While Opening Oracle Lite OJR-00013 because of Corruption (Doc ID 1342939.1)

Symptoms

On : 10.3.0.3.0 version, Mobile Server

When attempting to start the mobileserver 10.3.0.3.0 in standalone,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Install a new mobile server 10.3.0.3.0 in standalone mode
2. modify the webtogo.ora
3. start the mobile server.
