When connecting through TNS-Names, Trying to startup the database after shutting it down triggers:
ORA-12514: TNS:listener does not currently know of service requested in connect descriptor


Goal

When using OracleNet to connect to a database, shutting down the database and then restarting will produce an ORA-12514 error.
